What is the National Development Plan (NDP)?

 

The National Development Plan (NDP) is an investment plan for Ireland. It involves  an outlay of billions of Public, EU and Private funds. Its primary objectives are:

- To improve Ireland`s economic and social infrastructure
- To foster balanced regional development
- To promote social inclusion
- To sustain national economic and employment growth

 

Who was involved in drafting the National Development Plan?

 

An intensive consultation process, involving Government Departments, the Social partners (representatives of trade unions, employers, farmers, and the community and voluntary sector), Regional & Local Authorities, and the Western Development Commission, informed the formulation of the National Development Plan

 

Who is responsible for managing the NDP?

 

The NDP involves a broad range of measures from investments in roads and public transport to education, training, health and childcare. Consequently, a large number of organisations are involved in the NDP`s implementation. The NDP is divided into a number of different programmes called Operational Programmes.  Each operational programme is divided into sub-programmes and measures/sub-measures which are managed by the relevant Government Department and/or implementing agency. For example, the Department of Tourism, Sport and Recreation and Bord Fáilte have responsibility for tourism measures funded under the NDP.

 

How do I apply for Structural Funds?

 

Many activities supported by the Structural Funds under the N.D.P./C.S.F. are open to individuals, Educational Establishments, Local & Regional Authorities, companies or other groups to submit applications for funding. Qualifying criteria and applications procedures vary depending on the type of activity supported. Funding applications are processed by the Government Departments, State Agencies and Local/Rural Development Agencies responsible for implementing activities (measures) under the N.D.P./C.S.F.. What does the NDP mean for me?

 

This government instrument is not user friendly. It would make sense to target individual sub groups who are in a position to input into the creation of the  NDP. That means hounding relentlessly the people in key positions who will most likely brush you off. This is to be expected and it may be a good idea to follow the official complaints procedure that the organisation holds.  You may be even wiser in getting an MP or MEP to do some of the communications as groups have been known to do with the EPA.
