Taking us decidedly in the opposite direction to what is intended through Aarhus and the EU Directives, the Strategic Infrastructure Bill was signed into law by the Irish Government in July 2006 in order to fast-track decision making on certain projects that are considered to be of strategic importance to the State. This includes motorways, railways, incinerators, landfill sites, pylons, powerstations. Formerly all such planning applications were made first to the local authority. However under the SIB, they by-pass the initial planning process at local level and are referred directly to An Bord Pleanala. The public have six weeks in which to make submissions to the Board. Effectively the Bill dramatically reduces public and local participation in the planning process.
